PHCC Essentials of Project Management Class
The PHCC Educational Foundation held a weeklong highly interactive, intensive class in Broomfield, Colorado for project managers in the industry. One of our contractor members, Glenn Mechanical, had the opportunity to send two of their project managers to the class. These managers were able to expand their skill sets, which will undoubtedly benefit their careers for years to come. These attendees were also featured in Contractor Magazine! Construction Contractor’s Alliance Winter Meeting – February 19-21, 2025
Brent attended the Construction Contractor’s Alliance Winter Meeting in San Antonio, Texas. This annual meeting helps to enhance the profitability and professionalism of the CCA members' businesses through education and networking opportunities.

Quality Service Contractors “Unmasking the Future” Catalyst Conference – March 24-26, 2025
Chris attended the Quality Service Contractors Catalyst Conference in New Orleans. This event is vital to staying ahead of industry trends and provides valuable insights for attendees.

- Just Released! Business Leadership Essentials – a streamlined 10-week online learning and networking program designed to create real-world impact for current and future leaders in the plumbing and HVACR industry. PHCC has partnered with the expert-led learning platform GoalMakers to offer this solution that strengthens a leadership team and directly improves your bottom line. Attendee reviews were fabulous when GoalMakers’ Co-founder and CEO Jeremy Wall was a keynote speaker at the PHCC Rising Leaders Summit at CONNECT 2023. This new online program will offer even more valuable leadership tips in bi-weekly sessions with industry experts and peers across the country!
- Finance Management Course – a self-directed, online training solution for new contractors, business owners, and their office staffs who need to learn the concepts and skills necessary for managing their business finances.
- Advanced HVACR Courses – expanded online educational programming and updated curriculum to enhance the skillsets of HVACR professionals and provide them with more robust training using the latest industry technologies.

State Legislative News
PHCC Arkansas has already been busy this year on the legislative front!
Arkansas House Bill 1130
On January 22, Brent and Chris were at the Arkansas Capitol in Little Rock, AR, for a crucial House Committee hearing regarding House Bill 1130. They met with legislators and staff to discuss our concerns with the bill. This bill threatens to not require licenses and permits within our industry. PHCC Arkansas, along with our partners from the PHCC National Association—specifically Mark Valentini, International Code Council, Arkansas Municipal League, and the Arkansas HVAC Association, have been actively working to prevent any amendments to the bill that could harm our industry.
Thanks to their efforts and meetings with the bill’s sponsor, the bill was pulled for the time being.
Arkansas Senate Bill 493
On March 17, Arkansas Senate Bill 493 was introduced. This bill threatens to abolish our separate industry-specific code boards and consolidate them into one, potentially staffed by individuals without direct experience in our trades.
The fight to protect our industry is just getting started this year, but we’re committed to advocating for the interests of our members. The Arkansas HVACR Association and Arkansas General Contractors have also been in discussion with their members regarding the bill. Mark Valentini with PHCC National has been a tremendous help to us in efforts to understand and fight this bill.
Chris met with Senator Bryant who is the sponsor of the bill, and he mentioned he was open to further communications. After all of our discussions and more to come, we want to make sure no holes are left unfilled. We are open to more discussion regarding this bill; however, our goal is to make sure the contractors and public are being protected, and the unlicensed contractors are being fined and taken away from the disservice they are delivering.

Rex is a fantastic addition to the PHCC Arkansas family, and we look forward to working together for the benefit of our industry. “What started as a summer job in 1993 quickly turned into a lifelong passion. Fresh out of high school, I joined Glenn Mechanical—a company I still regard as a leader in the industry. Over the years, I had the privilege of learning from some of the best plumbers, who generously shared their knowledge as I navigated my way through successes and failures.
In 2002, I made a move to the Little Rock area, seeking new opportunities. During this time, I worked for several outstanding companies, gaining invaluable experience both in the field and in the office.
By 2016, my wife and I felt it was time to take a leap of faith and start Rex White Plumbing. With no customers lined up, just a few thousand dollars, and each other, we launched our business. Today, we’ve grown to a team of nine full-time employees, and Tammy left her corporate career to run our office full-time—a milestone we’re incredibly proud of.
Over the past nine years, we’ve celebrated countless moments, but two stand out the most. First, seeing my eldest son become a licensed plumber and lead his own crews. And second, watching a remarkable female plumber join our team, transform her career, and earn respect as a licensed professional everywhere she goes.
At Rex White Plumbing, we specialize in commercial plumbing services and new construction. Our offerings include excavation services, traditional cable drain cleaning, hydro jetting, camera and locating services, as well as all facets of commercial plumbing—new construction, remodeling, and repairs.
